Yes. Assuming you are following the rules, and have a licensed driver of the correct age in the front seat supervising your lesson.
You might want to read page I-7 of the drivers manual, which clearly states the rule. "While accompanied by a licensed driver at least 21 years of age."

That depends. In Utah, you are required to have someone over 21 in the passenger seat at all times except for in emergencies and when driving to a place of work. So you'll need to check with your state laws, you very well might be able to.
